The Versailles Treaty and Reparations also watered the seeds of resentment and hostilty and revenge with plenty of sun, which led to hyper inflation in Germany, high employment, etc. Wilson, I believe, was against this. Then 1929 happened, too. Black Friday. The Lords of Finance is a great book about this time period. The Bankers who Bankrupted the World. That's why the Marshall plan after WWII worked better, I think, for both Germany and Japan.
